UK Government Green Paper On Youth
(UK) Youth Matters sets out a comprehensive package aimed at improving outcomes for all young people, with a particular emphasis on those who are disadvantaged. It proposes a new set of national standards on positive activities for young people, which include opportunities to make a positive contribution to their community through volunteering, defined as including leading action, campaigning and fundraising. It also seeks to ensure that young people have more direct involvement at all stages of service design, development, delivery and evaluation.
It makes two specific proposals to give power to young people: opportunity cards, giving young people discounts on positive activities, and opportunity funds, in each local authority, to be spent on local projects that young people want.
Speaking at the launch of Youth Matters, Ms Blears stated that the government has allocated £50m of core funding to implement the report's recommendations, with the possibility of up to an additional £100m on top of this from a combination of private sector and matched Government funding.
